Manipur Environment & Climate Data Centre

Hon’ble Governor inaugurated the Manipur Environment & Climate Change Data Centre, Manipur on 17th October 2025

The MANIPUR ENVIRONMENT & CLIMATE DATA CENTRE, spearheaded by the IT Division of the Department of Environment & Climate Change, Government of Manipur, aims to design, develop, and implement a robust software system tailored to streamline data management, reporting, and swift decision-making process within the Department and also provide a unified, web-based platform to transform fragmented environmental datasets into actionable insights that support climate resilience, sustainable development, and citizen engagement. This comprehensive DATA CENTRE will integrate various environmental and climate-related functions, automate workflows, and provide real-time analytics to support efficient governance, policy formulation, and programme implementation. Its application is designed to significantly improve operational efficiency by automating routine processes and reducing reliance on manual tasks. It will enhance data accuracy while minimising errors, ensuring that information remains reliable and up to date. The system will provide real-time dashboards and reporting tools, equipping decision-makers with timely insights. To maintain data integrity and confidentiality, it will incorporate secure data storage and role-based access controls.

Moreover, the Directorate has also been implementing few central sector schemes and its respective activities vis. National River Conservation Programme, National Plan for Conservation of Aquatic Ecosystem, National Action Plan on Climate Change, etc. The Directorate has accumulated a valuable repository of environmental data and established various off-line and on-line environment data monitoring stations like Automated Weather Stations, automated flow of river water discharge, springs ecosystem quality assessment through mobile app, spot environment quality analysis, regular environment data generation from State Environment Laboratory, etc. However, most of the data are scattered and yet to be organised properly. Considering its importance to manage the data / information in proper manner and safe zone, the “Manipur Environment & CLIMATE CHANGE Data Centre, Manipur” had been inaugurated by Hon’ble Governor of Manipur on 17th October 2025, which consisted of Central Monitoring System (CMS), Management Information System (MIS), dissemination of environment information, reporting system, display at public places, etc.

Currently, such datasets remain distributed across departments, formats and collection mechanisms, limiting the ability to consolidate environmental intelligence in real-time. The Data Centre provides the structural solution through a centralised digital data facility.

Stakeholders & Partners

  • Department of Environment and Climate Change Department, Govt of Manipur
  • NIC Manipur State Centre, New Secretariat, Manipur.
  • National River Conservation Directorate, Ministry of Jal Shakti, Govt of India
  • National Informatics Centre Services Inc. (NICSI) – a company under NIC, Ministry of Electronics & IT, Government of India
  • M/S Virtual Hydromet, Roorkee, Uttarakhand
  • Citizens of Manipur, farmers, local businesses, health professionals, students, researchers, and local administrative bodies.

Scope of Work

The scope of this Data Centre encompasses the design, development, and deployment of a new digital platform. The application will serve as a centralized, web-based Environment Management Information System (MIS), capable of aggregating, processing, visualizing diverse environmental datasets, dissemination of environmental data and generation of statistical reports, etc. The application of the said Data Centre aims to establish a secure, scalable, and high-availability Data Centre within the Department premises and will ensure alignment with strategic goals for sustainable development and digital governance.

Deliverables

Key deliverables are envisaged under the scope of the Data Centre development as:

a) Deployment of security-audited applications in a phased manner, covering:

  1. Environmental Database.
  2. AI Engine / Model for Analytics
  3. Management Information System (MIS)
  4. Central Monitoring System (CMS)
  5. Dynamic Display of current Environment Information to the public places
  6. Publication of Environment Statistics and State of Environment Report
  7. Activity Portal

b) Standard Operating Procedure (SoP) manual for data management & system usage.

c) Training modules and sessions for Master trainers and user departments.

d) Operational Mini-Data Centre within the Directorate premises.

e) Working CMS portal for real-time monitoring and report generation.

f) Live dashboards showing basic environmental parameters (air, water, weather etc.).

g) Secure data storage and manual entry interfaces from field divisions.

The Manipur Environment & Climate Change Data Centre results a major step by proceeding in strengthening the operational capabilities of the Department of Environment & Climate Change. By transitioning to a centralised, digital, and data-driven platform, the organisation will be better equipped to collect, manage, analyse, and disseminate critical environmental information in a timely and efficient manner. This transformation will not only improve internal workflows and decision-making processes but also enhance transparency, accountability, and collaboration among stakeholders.

With real-time access to environmental data and trends, the Department will be able to respond more proactively to environmental challenges, enforce regulations more effectively, and design evidence-based policies that promote sustainable development.

Moreover, the Data Centre will serve as a valuable resource for researchers, policymakers, and the public, helping to raise awareness and drive collective action for environmental conservation. Basically, the Data Centre will help evolve the Department into a modern, technology-enabled institution—one that leads by example in leveraging data and digital tools to protect and preserve our natural environment for future generations.
